Traditional Energy Projects
PENRA has set its sights to work on implementing projects in the field of energy to compensate for the shortfall in the electric capacity supplied by the Israeli side, and its inability to meet all the required energy needs of the Palestinian consumers. As such, the projects diversified to include the development of networks and stations for distribution, transmission and electric power generation.
1. Rehabilitation and Development Projects for the Electricity Distribution Networks - The project to collect scattered electrical connection points in the West Bank regions
Within the framework of efforts aimed at developing the electricity network and enhancing its technical efficiency, the project of collecting electrical connection points scattered in the West Bank regions came to exist. Through this project, low and medium voltage networks were rehabilitated for the distribution companies, local authorities and villages to provide electricity to Palestinian communities. This was represented by assembling 215 scattered electrical connection points and converting some of the low pressure points to medium pressure to reduce technical losses represented by increasing the number of transformers and tariff difference, and reducing financial losses on municipal councils.
2. Development Program for Areas Adjacent to the Wall and (C) Areas
Within its objectives to enhance the steadfastness of the Palestinian citizens in areas adjacent to the settlements and the apartheid wall and in the areas classified (C), PENRA worked to establish new networks and develop the existing networks so that citizens in these areas are able to face the multiple obstacles and the systematic policies of the occupation that works on emptying these regions. As a result, medium-voltage cables and low-voltage networks have been supplied, electrical networks have been renewed, and new networks have been established in several villages and communities located in the contact areas, to ensure the delivery of high-quality electric current with appropriate technical specifications.
As part of the project to develop and modernize distribution systems and adopt smart grid technologies to increase efficiency and reduce waste, local councils in several areas in the West Bank were provided with prepaid smart meters. In turn, this was reflected positively on the level of service provided to citizens in these areas, in line with the Palestinian government's vision to support these areas threatened with confiscation from the occupation. In addition, there was a positive impact on the increase in the collection rate, and a decrease in the electricity debt owed by the local councils due to the improvement in the level of collection and the control of the electricity consumption rate. The number of prepaid meters installed during the year 2021-2020 in Jericho governorate reached 880 meters, 700 meters in the Hebron governorate, specifically in the villages of Beit Awa and Al-Rihiyya, and about 12 meters in Bardala village in Tubas governorate.
3. Clusters' Plan and Citizens' Empowerment in C Areas
The Palestinian government approved the cluster plan in various governorates of the West Bank. It aimed at bringing about a development situation in the fields of industry, agriculture, tourism and community in many areas that are subject to occupation measures that would restrict citizens' lives and keep them away from their lands in areas classified as C. Within the government’s vision of gradual disengagement from Israel by building a Palestinian economy that responds to the Palestinian citizens' needs, PENRA has implemented many development projects in the field of “agricultural cluster”. It has provided the necessary needs to improve agricultural projects and enhance the efficiency of the energy sector and electricity supply networks, such as the operating water wells that serve Palestinian communities in the villages of Habla, Kafr Thulth and Atouf, Qalqilya Governorate. In addition, it has provided electric power to the Bedouin communities in the Palestinian Valley, specifically in the governorates of Jericho and Tubas where projects aimed at creating a state of development in the agricultural field. Moreover, it has provided the basic needs to install these communities in light of the occupation’s obstruction of projects in these areas, and its attempts to confiscate and destroy projects that are being carried out to provide the basic needs of the citizens there.
4. Electric Power Transmission System
PENRA faces a challenge in matching the limited electrical capacity that the occupation supplies to the Palestinian areas with the increasing demand for energy. As a result, this makes it responsible to increase electrical capacity and maintain stable supplies of energy in the various Palestinian governorates. Consequently, PENRA has completed many projects in various governorates, with the aim of filling the deficit and enhancing electrical capacity. The project to rehabilitate the electricity networks in the West Bank was completed to ensure the delivery of electricity to the consumer according to international standards, with high quality, and reduce the percentage of losses of electric current, which amounted to 22% in the year 2020 -2021.
